Dr. Carol Quirk

Building a Culture of Inclusion and Belonging in Washington State

In this Webinar, Dr. Quirk's presentation centers on building a culture of inclusion by considering these questions;
  • What is Inclusion?
  • What is Least Restrictive Environment?
  • How do we Change?

Dr. Quirk is the Founder and CEO of the Maryland Coalition for Inclusive Education (MCIE). For the last 30 years, Dr. Quirk has worked with States, districts, schools, and families to promote inclusive education practices.  Her work includes the design and implementation of the MCIE school transformation process, resulting in systemic change in over 100 schools and the inclusion of hundreds of children with disabilities, especially those with extensive support needs.

Webinar participants were able to:

  • Understand that community is where inclusion occurs.
  • Think about who a school is built for and how to build belonging for all students.
  • Build understanding of what is a least restrictive environment.
  • Concept of going from mindset to systems change.
